Why the Whole Blocks Approach Is Essential

Baltimore’s disinvested neighborhoods are facing systemic challenges that require coordinated, visible action. By focusing comprehensive investments at the block level, we can begin to overcome the systemic disadvantages these communities face and create the conditions for genuine revitalization.

The moment is now: After years of advocacy, planning, and partnership, funding is finally beginning to flow—through the CORE program and with philanthropic support—to community organizations working to transform vacant properties and strengthen neighborhoods.

The launch of Reframe Baltimore and Reinvest Baltimore is a powerful signal: real momentum is building, and the pieces are coming together to invest in our communities with aligned intention.

We must stay focused on the big picture:

    • 1. Baltimore’s disinvested Black neighborhoods need more than scattered rehab—they need the Whole Block strategy.

    • 2. Equity means investing not only in buildings, but in residents, relationships, and quality of life.

    • 3. Real change requires community leadership, not just community input.

At NDC, we’re proud to support this work with technical assistance, design tools, and resident-centered planning. Together with partners across the city, we’re working to reframe not just our buildings—but our approach to neighborhood development.
